Qwest’s solution was designed from the beginning for our commercial

offering to be SED-vendor agnostic. Qwest’s performance management (PM)

architecture is standards-based, scalable and flexible, as well as network-

centric, imposing the minimal requirements or load at the SDP to achieve a

rich set of PM metrics. The only requirement is that the Agency CE allows

ICMP polling from designated Qwest probes. This can be configured in an

Access Control List (ACL) on the Agency CE router.

Qwest’s approach consumes few resources at the SDP (generally the

CE router) as probes are sent from the Qwest network. This methodology

does require that the customer respond to pings.

Alternatively, Qwest will use the BRIX devices at the PE locations (in

Qwest POPs) to measure on a POP-to-POP basis.

Optionally, Qwest offers an alternate approach to support an Agency

that requires SDP to SDP measurement, but does not want to allow its SED

to respond to pings. Our solution is to install an additional SED such as a

Cisco device running IP SLA or a BRIX 100 for measurement. It will reside

behind the CE router on the LAN at the Agency location. This approach will

allow the necessary data measurements to be captured so that end to end

reporting can be provided. In summary, Qwest will adhere to all Special

Performance Requirements as stated in Section C.2.1.6.2 of the RFP.
